GENERAL PURPOSE:

Under general supervision, coordinates the maintenance and repair of gasoline and diesel-powered light and heavy equipment and vehicles to ensure safe and good working order; controls inventory and maintenance records on all City owned equipment; procures parts, equipment and supplies as approved by the direct supervisor.

SUPERVISION RECEIVED:

This position works under the direct supervision of the Public Works Director and ultimately reports to the City Administrator.

ESSENTIAL FUNCTIONS:

The list of tasks is illustrative only, and is not a comprehensive listing of all functions and tasks performed by this position.

            1. Plans, coordinates, carries out and evaluates the repair and maintenance of gasoline and diesel-powered light and heavy equipment and vehicles, either personally, or through outside vendors.

            2. Coordinates equipment maintenance and repair activities with other City Departments.

            3. Coordinates the scheduling and completion of maintenance and repair work by determining operational priorities.

            4. Coordinates the scheduling and completion of State and Federal mandated inspections and maintains records of inspections.

            5. Operates a variety of diagnostic instruments and a variety of hand, electric, and air-driven tools.

            6. Tests, services, and repairs vehicles and mechanical equipment.

            7. Inspects, adjusts, and replaces necessary units and related parts in the performance of repair and maintenance work.

            8. Repairs brake, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies, and related systems.

            9. Cuts and welds metal and performs body repair, touch up, and related work.

            10. Changes and repairs tires and tubes.

            11. Conducts various analysis and inspections of vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair or replacement.

            12. Assists in making changes to increase effectiveness in meeting the objectives of City departments and the maintenance of their fleets.

            13. Develops shop procedures and budget data for the maintenance and repair of vehicles and mechanical systems.

            14. As approved and authorized, purchases equipment, parts, and supplies used for vehicle and mechanical system maintenance.

            15. Maintains and safely stores an adequate inventory of supplies, such as oil, fuel filters, antifreeze, air filters, head lamps, brake parts, oil filters, grease, and etcetera and sees that all necessary SDS/MSDS information is on file at the location. Files should be clearly marked as SDS/MSDS product information. Administrative Assistant shall be given a copy of MSDS information, to be maintained in the master file in the Municipal Building at 210 N. Hamilton Street.

            16. Provides emergency field assistance to disabled equipment as needed and appropriate.

            17. Assists in the preparation of bid specifications for vehicles and mechanical equipment.

            18. Evaluates fleet services needs and makes required decisions to remedy the situation.

            19. Assists in the preparation and administration of budgets in conformance with adopted         policies and procedures.

            20. Provides vacation and temporary relief as needed and assists other departments as needed, i.e. snow removal, brush/landscape waste pick-up, and etcetera.

            21. Performs related duties as required.

            22. Performs other duties as assigned.

QUALIFICATIONS:

             Special Qualifications:

            1. High school diploma, plus some specialized training in mechanical, maintenance             management, or a closely related field.

            2. Must have a valid Illinois driver’s license with CDL-Class B, and Air Brake endorsement, or ability to obtain CDL-Class B, and Air Brake endorsement within six months of hire date.

            3. ASE Certification or the ability to obtain certification within two years of hire date.

            4. Three years of experience working in an automotive technology field.

            5. Must be willing to live within a five (5) mile radius of City Hall.

             Knowledge:

            1. Thorough knowledge of automotive mechanics.

            2. Considerable knowledge of gas and diesel engines, transmissions, hydraulics, hydrostatic, plow, spreaders, fire pumps and valves, generators, and welding; price trends and grades or quality of materials and equipment;

            3. Working knowledge of and ability to repair automobiles, trucks, end loaders, street sweeper, backhoes, jet machines, skid loader, bucket truck, landfill trash compactor, small engines such as sump pumps, trash pumps, and any other equipment acquired by the City of Monticello.

            4. Working knowledge of the hazards and safety precautions common to municipal           maintenance and repair activities.

            5. Working knowledge of the practices, methods, materials, and tools used in modern equipment maintenance and engines.

            6. Ability to establish and maintain effective preventative maintenance programs, policies, and procedure.

            7. Ability to maintain effective accounting procedures.

            8. Knowledge of Microsoft Office software.

            9. Knowledge of spreadsheets including Microsoft Excel.

            10. Skill in operation of listed tools and equipment.

TOOLS AND EQUIPMENT USED:

            Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic’s tools including jacks, hydraulic lifts, air tools, and other tools required for repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; personal computer, calculator, phone, mobile or portable radio.

PHYSICAL DEMANDS:

            The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee must frequently lift and/or move up to 25 pounds, and occasionally lift weights up to 100 pounds. Specific vision abilities required of this position include close vision, color vision, and the ability to adjust focus.

WORKING CONDITIONS:

            While performing the duties of this position, the employee frequently works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals.

            1. The noise level in the work environment is moderately noisy.

            2. Must report any accidents to the Finance and Human Resources Director within 24 hours of accident and assists in filling out any necessary paperwork.

            3. Working hours shall be from 7:00 a.m. to 4:00 p.m., Monday through Friday or as needed.  Offices located at 305 Railroad Street, Monticello, Illinois

            4. Moderate exposure to stress as a result of human behavior.
