We recognize that historic preservation is a tool that can foster civic pride, help stabilize neighborhoods and create unique economic development opportunities for the city of Monticello. The architectural qualities of our historic residential and commercial structures enhance the attractiveness of our community to current residents, new businesses, home buyers, visitors and shoppers, thereby supporting existing businesses and neighborhoods as well as creating new opportunities for further commercial and residential reuse and development. The appreciation of our community's past and the adaptive reuse of historic structures will provide a foundation upon which to build the future of our city.

The support of the local government and the community is vital to the success of any preservation plan. The Monticello Historic Preservation Commission will take a leadership role in the preservation activities of the City of Monticello by implementing the following five strategies.

The Identification of historically and architecturally significant properties, structures, neighborhoods and areas. (Establish definition of significance, criteria, etc.)

The formal Designation of areas or structures as historically or architecturally significant. Historic designation represents a significant tool to be used in the preservation of buildings, areas and neighborhoods. (Establish designation procedure, develop appropriate markings or signage for buildings or areas)

The Education of individuals, property and business owners, local government and civic organizations on the historic and architectural heritage of the City of Monticello, as well as the economic, social, and cultural benefits of preservation. Advise property and business owners on the physical and financial aspects of preservation, including the coordination of how-to seminars, assistance in gaining financial aid, provision of technical assistance, and help in locating materials and preservation oriented contractors.

The Preservation of historic sites, structures and areas through educational, financial, and administrative means.

  1. Become the first step for property and business owners who wish to undertake a preservation project. Establish a preservation library with materials on renovating historic structures and offer assistance in finding further information. Provide application materials and assist property owners applying for Historic Register status, tax credits and other financial aid.
  2. Actively seek private, local, state and federally funded grants and aid for historic preservation projects. Establish criteria and procedures for accepting and administering applications for funds and assistance. Assist in preservation projects where appropriate by locating and coordinating volunteer efforts from individuals and civic organizations.
  3. Obtain the authority to review proposed changes to structures that are identified and designated of historic value or are located in an historic district. Establish criteria and procedures for property owners to outline the project, for conducting the review, and for making recommendations (binding or otherwise) on the appropriateness of the proposed changes.

The Recognition of significant historic or architectural preservation efforts, thereby encouraging continued support and preservation activities.
