Tatman Village, Inc. has submitted plans to expand and will be annexing in adjacent land.  The new parcel would need to be rezoned to Urban Residential (RD) to prevent dual zoning, and create a consistent zoning designation for the entire development.  The zoning ordinance does not allow for new development to be an RD designation, but in this case, Staff feels the situation is appropriate, and is requesting a variance to this regulation.
